The concept poses challenges when applied to developing countries where TOD development is catered for mid-income use of public transport and the low-income living closer to transport services for their daily commuting, which are cause for attraction as well as challenge to TOD capitalistic property investment. Knowledge on how to develop a TOD in developed countries may not be sufficient in dealing with the landscape of cities in developing country such as Indonesia where the rich and poor co-exist in dual system of formal and informal economy. In this regards contestation of TOD as urban centers may dislocate people from the center when planning is not in inclusive.[/vc_column_text][vc_column_text css=”.vc_custom_1552722687022{padding-right: 10% !important;}”]In developing country, shortage of affordable housing for low-income groups, lack of urban infrastructures and facilities, slums and squatter settlements, as well as urban poverty, are among complex problems that have to be addressed by the government. Increasing housing costs challenge many developing countries households. Next to housing, transportation is the second highest household cost. Accommodating the demand of TOD requires substantial effort by local governments, transit agencies and developers to reframe zoning and other local regulations, identify properties near transit stations for development, and define new housing and mixed-use facilities. A particular challenge is to ensure that housing built within walking distance of transit is available to households of all income levels and provide a greater share of the lower-income households. There is a great potential demand for housing near transit stations; however, there are few developable sites in that the city must be proactive to accommodate income diversity in TOD and to take advantage of the public investment in transit.[/vc_column_text][/vc_column_inner][/vc_row_inner][vc_row_inner column_margin=”default” text_align=”left”][vc_column_inner column_padding=”padding-3-percent” column_padding_position=”top-bottom” background_color_opacity=”1″ background_hover_color_opacity=”1″ column_shadow=”none” column_border_radius=”none” column_link_target=”_self” width=”1/1″ tablet_width_inherit=”default” column_border_width=”none” column_border_style=”solid” bg_image_animation=”none”][vc_column_text css=”.vc_custom_1552722748416{padding-right: 10% !important;}”]TOD promotes high-density development as well as high mobility flow of space in which space, building and infrastructure will be integrated in a complex way to allow for mixed of living, commercial and social space as well as open space to blend together in environmentally sustainability. TOD shall provide a low-stress atmosphere with much lower automobile dependency for the residents, reduction in carbon footprint, stimulation of the local economy, and higher accessibility. The effect of TOD on buildings and transportation can benefit in change in energy consumption per capita. In this regards sufficient daylight, wind flow and thermal comfort, low energy, as well as resilience for fire hazard as well as earthquake will be challenges in the design of buildings, open space in blocks despite spatial mobility experiences and architectural identity. Furthermore, high-density development such as TOD shall consider land subsidence, water regime carrying capacity and promote sustainable use of water.[/vc_column_text][vc_column_text css=”.vc_custom_1552722774181{padding-right: 10% !important;}”]A significant question for TOD projects in developing country with different culture and behavior is to what degree station areas could function as centers of neighborhood commercial and social activity. Do TOD projects create and preserve mixed-income housing near transit to help local communities respond to the growing demand for housing while providing economic and environmental benefits to households and cities? The ability of local government, investor, transit agencies and local community development organizations are challenged to serve the needs of the many low-income households. Building on lessons learned from other communities, there is an urgent need for envisioning opportunities, obstacles, and lessons of TOD projects, in particular with its development potential, existing urban conditions and local policy tools. Haryo Winarso has more than 30 years experiences in undertaking research, consultancy, teaching and training assignment national as well as international, including assignments to USA, Singapore, Thailand and Nepal, on urban land and housing related issues. Undertaking several join research funded by the World Bank, DFID and Government Agencies of Indonesia, Asian Development Bank, contributing papers in International and national seminars.
